Sheff Wed Deals with Serious Challenges, Says Football Regulator

'We are going to be a part of football's future' - newly appointed regulator David Kogan

The Championship club's persistent issues constitute a "serious issue" and the new football authority is aiming to acquire authority to look into club affairs in comparable cases, the newly appointed chairman David Kogan has declared.

During an extensive discussion, the regulator, who was named to the position this week, expressed "sympathy" towards supporters of the Owls.

The chairman convened with four supporters' associations representing the South Yorkshire club this week.

The Championship side have been experiencing difficulties in multiple areas in 2025, with the club delaying salary disbursements on five separate occasions, including in September.

"Clearly Sheffield Wednesday has been a serious issue for football authorities and a major challenge for the sport," the regulator explained.

"Wednesday stands as one of the historic institutions for English football and in recent days we have met supporters' organizations.

"We are seeking authority... which will enable us to take Wednesday and comparable cases brought to our attention if they need to be investigated and dealt with."

Economic Challenges and Leadership Concerns

The club's controversial proprietor the Thai businessman stated during the off-season he would be open to selling the club at the stadium, but he has failed to complete a sale with interested parties.

Delayed salary payments on time in earlier this year caused limitations by the league officials in mid-year, preventing the club from carrying out any player acquisitions for the subsequent signing windows, although those limitations were removed in August.

Authority's Position

The chairman stated: "The job [of the regulator] is there for the supporters of Wednesday, teams facing challenges where people are committed to a community organization that has existed throughout their lifetimes in multiple situations.

"I have absolute sympathy for Sheffield Wednesday, as I do for each organization that over recent decades have faced collapse, or nearly ceased operations, for causes separate from the supporters."

Inquired if the authority might compel an owner to sell a club if they are judged inappropriate, the chairman responded: "When asking whether 'would we intervene in the final instance?', the reply is once we collect the information and know what's going on, we will."

But Kogan stressed that requiring chairmen to relinquish clubs would be considered the final option and the regulator would prefer to work with them.

"The last thing what we want to do is begin intervening in an individual club, an particular chairman, without being able to work with that proprietor to address the issues that the club's facing and the chairman's encountering," Kogan said.

"However, realistically, when you review the record of the sport, over the recent generations there have been certain proprietors, not many, but some who have been irresponsible in the approach they have taken toward their clubs and ultimately refuse to accept accountability for the long-term prospects."

Owls fans have been demonstrating against the current proprietor in recent months

'If we get it wrong, extraordinary progress vanishes'

The chairman convened with officials from numerous teams to detail the scope of the authority recently and maintained it represented a "proactive meeting" with a "significant participation" from the lower divisions to the top flight.

"It's a job that's actually really important, because should mistakes occur, if the sport makes errors, the significant advances achieved might evaporate rapidly," Kogan said.

"And that's what nobody wants in the context of the English game is a major achievement - we've got to keep it going.

"There's an enormous amount of money entering the sport and has been channeled for the past two decades, because there are no assurances it will keep flowing into the sport, which is among the factors explaining I think we have to maintain a focused outlook on challenges and obviously, of the coming seasons."

Top Flight Apprehensions

Elite division representatives objected to the formation of an authority because of apprehensions regarding adverse consequences on the elite division's competitive balance, but the regulator stated: "I'm absolutely committed to the success and growth as an commercial operation of the Premier League.

"I of all people understand the concern of undermining the top flight as an elite competition of England. But simultaneously, if you engage with division representatives after the recent gathering, they would have had a significant degree of comfort -and, in fact, they have been advising us privately they have a considerable comfort."

Ideological Links

Kogan is still facing a "thorough examination" by the Commissioner for Public Appointments after he acknowledged providing funds to the opposition group in recent years.

The official donated money to Culture Secretary Lisa Nandy's leadership campaign, along with that of the current Prime Minister.

"I have fully disclosed my previous political affiliation [with Labour], and that party membership ceased the day the official body endorsed my nomination," Kogan said.

"I am no longer involved in any form of political activity."
